On Thursday, November 19, the meeting of Board of the Ministry of Education and Science of the Donetsk People’s Republic took place.
The Minister of Education and Science L.Polyakova handled welcome speech to attendees and opened and held the meeting according to the agenda.
The Head of department of the higher education T. Denisova made the report: “Realization of the entrance campaign 2015 in institutions of higher professional education”. So far in the territory of DPR there are 18 institutions of higher professional education (15 state and 3 private forms of ownership).
According to the entrance campaign results in total 16839 students entered these institutions including 11275 bachelors, 2530 specialists, 3034 masters.
The analysis of entrance target figures due to the republican budget allocations for educational levels in 2015 was presented in the report: (bachelors – 93% (5991), masters – 91% (2049), experts – 90% (1462).
The speaker stated the most attractive directions: health professions and law. Also she sounded results of the carried-out monitoring of the least demanded specialties in such directions as system engineering, mining, metallurgy, automobile economy, mathematics and radiophysics.
The main problems which arose during the entrance campaign were presented:
– absence of the normative documents regulating the right for enrolling the military personnel out of the competition, participants of military operations and members of their families;
– constantly extending list of preferential categories during entrance campaign;
– low level of applicants’ training (it is lower than 124 points);
– insufficient applicants’ awareness of priorities distribution order while filing of applications;
– absence of uniform electronic base (that complicated selection committees’ work);
– unequal distribution of additional points by the educational organizations of higher education etc.
Educational institutions of higher education were given the following recommendations:
– in 2016-2017 academic year entrance campaign establishments need to adhere to the license volumes allocated with the Ministry of Education and Science of the DPR and citizens enrollment target figures at the expense of the republican budget;
– to approve a Regulation of Admission in the Ministry of Education and Science of DNR in proper time;
– to provide information on the course of entrance campaign and results of enrollment to the Ministry of Education and Science in due time;
– to carry out effective occupational guidance for engineering orientation promoting.
Organizational questions on the activity of the working party on development of enrollment order in institutions of higher professional education in 2016 were also taken up: as soon as the relevant documents undergo all necessary procedures of registration and statement, they will be published on the MES of the DPR website.
While answering the questions arisen in the course of discussion of this subject L.Polyakova told about creation of the Education monitoring and control Center which means also working with entrants.
“We will carry out detailed analysis of a demand of specialties, situations in labor market in general, we will see to it that there will be no “distortions” towards the certain directions of training”, – the Minister emphasized.
Besides during the meeting of DPR MES board the subject of development of republican educational standards was heard.
The head of department of secondary professional education DPR MES S.Danilchenko noted that SPE system includes technical schools, colleges, technical training colleges. 33 442 students study there, 88,5% of them are at the expense of the Republican budget. In the system of SPE there are 139 professions and specialties, all of them are provided with standards. Next academic year a number of new specialties are planned to be open.
During discussion of this question the head of department of administration of Donetsk A. Udovenko reminded of value of professional orientation work, having noted that it is important to future entrants to know where they will be able to work having learned this or that trade.
The acting director of the Donetsk transport and economic college Y. Demura shared experience in continuous education system. “We closely cooperate with DonNTU and thanks to a variable part of our curriculum it is easier to adapt the graduate to study in higher education institution”, – Yury Nikolaevich noted.
The head of department of HPE T.Denisova told about development stages of republican educational standards of higher education. So far 297 drafts of the HPE standards in 76 directions of training have been developed, the leader is M. Gorky DonNMU (97 standards).
It is remarkable that also the Ministry for Civil Defense, Emergency Management and Natural Disasters Response, the Ministry of Youth, Sport and Tourism, the Ministry of Construction and Housing and Communal Services, Ministry of Health, a number of the enterprises and public institutions took part in this process.
At the session of the Board the manager of sector of certification of pedagogical, scientific and pedagogical and scientific staff of MES of the DPR I. Masyuchenko made the report on realisation of the Resolution of Council of ministers of the Donetsk People’s Republic of 27.02.2015 No. 2-13 “About the adoption of academic degrees award regulation”.
One of actual tasks of improvement of the legislation concerning state scientific certification is formation of republican information system of the state scientific certification, formation of advisory councils, etc.
The chairman of HCC G. A. Ignatenko reported about work of the Supreme Certifying Commission at MES of the DPR as well as about four meetings of presidium.
At the end of discussion of this subject L. Polyakova emphasized importance of integration of scientific community of the DPR into world educational space, after all the science has no borders.
